2008-2013: Sary-Kazna, LLP and Iron Concentrate Company which are mining waste processing plants have been mounted and launched: in accordance with the innovative development programs for Kazakhstan regions. Also, PROFILEX, LLP processing plant is being built.
Sary Kazna ,LLP in 2008 launched the technology of copper leaching from the Kounrad mining field tailings and a solvent extraction electrolysis mini-plant. The pilot production successfully resulted in building a cathode copper plant in 2011. In 2013 the cathode copper plant, which is now owned by Kounrad Copper Company, LLP (Mednaya Companiya Kounrad) reached the design production capacity of 10000 tons per year of cathode copper. In 2014 the company is planning to boost overall production to 15000 tons of copper per year with involving the western tailings into production.
IRON CONCENTRATE COMPANY, LLP a company producing iron concentrate from Balkhash processing plant final tailings by magnetic separation was launched in September 2013. The design capacity shall reach 60 thousand tons of iron concentrate per year. The amount of invested funds accounts for 510 million tenge, 76 jobs have been created. 2013: 20 thousand tons of iron concentrate produced.2014: the company is planning to reach the design capacity. The management is considering to build a lead plant.
PROFILEX LLP is building the processing plant and the hydrometallurgical shop for cathode copper production from metallurgical plant waste (slag).
All the sites mentioned above are considered to be hazardous industrial facilities and are controlled by the Interindustry Surveillance Department of Balkhash Emergency Agency.
With the launching of these plants Balkhash region is making its significant contribution into the Green Economy in Kazakhstan. This program consists of the specific tasks aiming to improve daily and yearly the lives of the Balkhash citizens’ as well as the entire country.

August 27, 2013 – the first batch of iron concentrate, produced with new hi tech solutions, has been let out at the plant in Balkhash (Karaganda region). The product is unique for Kazakhstan. It is undergoing certification. The product has already been sent to foreign buyers.
Under the State Program of forced industrial innovative development of the Republic of Kazakhstan and single-industry cities development program, Kazakhstan company, Iron Concentrate Company (ICC), LLP opened a unique plant producing iron concentrate on July 3, 2013 in Balkhash. Iron concentrate is produced out of final tailings left after copper extraction of Balkhash processing plant at the new production instead of ore as it was traditionally done. Before the processing of such a depleted breed was loss making. However, the advanced technology based on the electromagnetic separation method, with the modern equipment providing environment friendly production let us get over 60% iron concentrate, that can be used for further metallurgy needs.
As Platon Kaskin, "Iron Concentrate Company", LLP Director General noticed: "By the end of the year our plant will produce about 25 thousand tons of iron concentrate, complying with all quality standards. For the time being the product is under certification. We are sure that at the beginning of 2014 the plant will reach the design capacity of 72 thousand tons”.
The plant launch has provided 74 jobs for personnel having trained to use the modern complicated equipment at plants of Kazakhmys corporation. According to Pavel Nechiporenko, the General Manager of the project “the state support was a very important factor for the success, as well as the stable strategic partnership with “Kazakhmys” corporation, which has entrusted us such an important mining activity, as complex waste processing. Advanced processing proves to be beneficial for any industry mastering the new “green” types of production, to the country’s economy, and environment. We meet the performance targets”.A number of facilities of Balkhash processing plant have been reconstructed, modern hi tech equipment assembled and the complete lifecycle of iron concentrate production, storage and shipment organized. This innovative product has already found its customers. Baosteel Group Xijiang Bayi Steel Ltd, Chinese company is interested in Kazakhstan product. The pilot batch of the first Kazakhstan iron concentrate has been sent to Chinese partners. “ArselorMittal Temirtau”, JSC can become a consumer of iron concentrate in the local market.

The launch of ICC, LLP included in the Map of Industrial development, has become an important event in development of Balkhash economy. The main purpose of the plant is to produce iron concentrate. Thus, an official opening ceremony was held with Nurlan Aubakirov, the head of Balkhash who snipped the red ribbon.
ICC , LLP is a company producing iron concentrate out of ore flotation final tailings of Sayakskoye and Shatyrkulskoye minefields. Its capacity is 72 000 of concentrate per year with 60% iron content. 65 jobs have been created at the plant. The total project value is up to 510 million tenge. The most unique about the plant is the fact of embedding production technology into the plant operation without ceasing the copper ore processing.
Special attention was paid to the environmental issue according to Oleg Medvedev, the head of production. This issue was looked upon really carefully with the concentrate being floating a number of measures minimizing adverse effect on the environment have been taken.
The plant has been operating at the full capacity and the end products warehouse continuously receives the iron concentrate.
